Summary:
The U.S. Government’s development and implementation of sound science and technology policy would be better served if policy matters were treated separately from the programs that implement policies. Currently, the government focuses on programs and addresses the associated policy matters as if they were a component of program management. The result is the distraction of policy-makers by the details of program management and the distraction of program managers asked to address policy matters.
